FIRST 5 Human Resources Consulting Services Request for Qualifications (RFQ)

FIRST 5 Santa Clara County (FIRST 5) is seeking submittals from qualified consultants for professional and technical services related to human resources.

Eligible Applicants: Qualified consultants for professional and technical services related to human resources
 
Term: The term of this agreement is for up to one year and may be extended based on the project needs and available FIRST 5 funds.
 
Scope: FIRST 5 is seeking a respondent who is highly skilled and fully knowledgeable in the human resource field and can take a proactive approach in completing the work below and advising FIRST 5 on all aspects of its current practices, while making recommendations for continuous improvement. 
 
Additionally, prior experience with public sector/government entities is preferred but not required.
 
The consultant selected through this RFQ will evaluate and make recommendations in the following areas:
 
  • Review and update employee recruitment, hiring, on-boarding, promotion and separation process
  • Design a performance management program including but not limited to the following:
    • Review and update performance review process
    • Review and update job descriptions/classifications
    • Develop core competencies required for job classifications
    • Develop staff training and professional development program
    • Develop career pathways for employees
    • Develop a program to recognize employees for service
  • Facilitate meetings/focus groups
  • Assistance with other tasks or needs as deemed necessary by FIRST 5
 
Total Award:  Billable hours, hourly rates, and total contract amount will be negotiated between FIRST 5 and the selected applicant. Final contract execution with selected applicant is dependent on the recommendation by the Chief Executive Officer. The term of this contract may not exceed one year.  The total contract may not exceed $99,000.

Deadline for Questions from Applicants – June 25, 2018Questions regarding the application may be addressed via email to HRRFQ@first5kids.org. All questions and responses will be posted on the FIRST 5 Santa Clara County website: www.first5kids.org.
Application Submission Deadline – June 29, 2018 by 5:00 PMApplications received after the deadline will not be reviewed or considered for funding.
Interviews (if requested) – July, 2018
Anticipated Applicant Selection – July 13, 2018The selected applicant will receive an initial award recommendation by email. Those applicants who are not selected to move forward in the process will also receive notice via email.
Appeal Process – July 16-18, 2018Applicants, who are not recommended for funding but who wish to appeal the decision, have three working days from receipt of the email notifying applicants of the initial award recommendation to file an appeal in writing. The written appeal needs to document the reason for the appeal and must be sent via email to: HRRFQ@first5kids.org and addressed to Tyson Jue, Deputy Chief of Communications. Grounds for appeal are limited to a violation of a FIRST 5 Santa Clara County procedure, law, rule, regulation, or practice regarding this RFQ process. Appeals will not be accepted on any other grounds. Appeals will only be considered if received in the FIRST 5 Santa Clara County office by 5:00 p.m. on the third working day from the date of the email regarding the initial award recommendation. Decision on appeal is final.
CEO Approval – July 31, 2018Upon completion of the appeal process, the Chief Executive Officer of FIRST 5 Santa Clara County will award the contract to the most qualified applicant.
Contract Negotiations – August 9, 2018The term of this agreement is for up to one-year, with the possibility of extension contingent on performance and funding. Billable hours, hourly rates, and total contract amount will be negotiated between FIRST 5 and the selected applicant. Final contract execution with the selected applicant is dependent on full authorization of the FIRST 5 CEO.
