Audited financial statements are needed to comply with the State of California filing requirement under the Standards and Procedures for Audits of Local Entities Administering the California Children and Families Act (First 5) issued by the Office of the Controller of the State of California, Betty Lee, California State Controller, July 2022.

To assist your firm in estimating the level of effort required to render an opinion on the compliance requirements, the Minimum Audit Requirements and Reporting Guidelines issued by the State of California Controller’s Office are available at Guides, Manuals & References for First 5 California Program

Additionally, the audit must be performed in accordance with generally accepted auditing standards as set forth by the American Institute of Certified Public Accountants (AICPA) and the standards applicable to financial audits contained in Government Auditing Standards issued by the Comptroller General of the United States.

Also, the Agency is subject to a Federal Single Audit for Entities who receive over $750,000 in Federal Funding in a fiscal year.

All questions shall be answered and emailed to the proposers.

To ensure that no firm is provided an advantage over another, all requirements are specified in this RFP. Any changes to the requirements will be posted as an addendum to the RFP on the FIRST 5’S website. Proposers are solely responsible for monitoring this website and adhering to RFP addendums.

Prohibited Communications
From the RFP release date until a contract for these services is fully executed, firms are prohibited from communicating with Commissioners or staff, other than the RFP Administrator, concerning this RFP or the resulting contract Firms will be disqualified from contract consideration if the prohibition is not honored.
