FIRST 5 Santa Clara County (FIRST 5 or Agency) is seeking qualified independent firms of certified public accountants to audit its annual financial statements. FIRST 5 intends to award a three‐year full‐service contract with an option to renew for an additional one‐ or two‐year period. This Request for Proposal (RFP) details the requirements needed by FIRST 5 and instructs interested proposers on the application and selection process. All firms meeting the minimum qualifications outlined in Section II of this RFP are invited to propose.

Audited financial statements are needed to comply with the State of California filing requirement under the Standards and Procedures for Audits of Local Entities Administering the California Children and Families Act (First 5) issued by the Office of the Controller of the State of California, Betty Lee, California State Controller, July 2022.

Additionally, the audit must be performed in accordance with generally accepted auditing standards as set forth by the American Institute of Certified Public Accountants (AICPA) and the standards applicable to financial audits contained in Government Auditing Standards issued by the Comptroller General of the United States.
Also, the Agency is subject to a Federal Single Audit for Entities who receive over $750,000 in Federal Funding in a fiscal year.

Prohibited Communications | From the RFP release date until a contract for these services is fully executed, firms are prohibited from communicating with Commissioners or staff, other than the RFP Administrator, concerning this RFP or the resulting contract Firms will be disqualified from contract consideration if the prohibition is not honored. |
