FIRST 5 Santa Clara County (FIRST 5) is seeking proposals from qualified individuals or agencies to provide valid and reliable Classroom Assessment Scoring System (CLASS)™ assessment services for early care and education programs participating in QUALITY MATTERS…a STRONG START for kids Initiative (QUALITY MATTERS). This service allows early learning & care programs to demonstrate their quality through a rating as defined by Quality Counts California (QCC). These assessment and coordination services will ensure that timely, accurate CLASS assessment data are collected and reported as needed for a complete site rating.

The quality rating elements and guidelines are determined by the Quality Counts California and are described in the Quality Counts California Implementation Guide. In accordance with these guidelines, qualified and independent assessors are needed to observe and score early learning & care classrooms using a standardized assessment tool – CLASS™. This RFQ seeks a contractor to provide CLASS assessments beginning March 2023 with the possibility of an extension contingent on performance and funding.

Application Submission Deadline – January 25, 2023

Application Packet shall include:
-Application Cover Sheet (available on website)
-Completed Application Form (available on website)
-A resume or equivalent for each assessor that will be involved in the services outlined in this RFQ.
-Proposed Budget and Narrative, including hours and rate.
Application Review – January 26 – February 7, 2023Applications submitted by the deadline will be reviewed by FIRST 5 staff.
Initial Award Recommendation – February 8, 2023The selected applicant will receive an initial award recommendation by email. Those applicants who are not selected to move forward in the process will also receive a notice via email.
Appeal Process – February 9-13, 2023Applicants not recommended for funding but who wish to appeal the decision have three working days from receipt of the email notifying applicants of the initial award recommendation to file an appeal in writing. The written appeal needs to document the reason for the appeal and must be sent via email to:

[email protected] and addressed to Melissa Hong, Program Director.

Grounds for appeal are limited to violating a FIRST 5 Santa Clara County procedure, law, rule, or regulation regarding this RFQ process. Appeals will not be accepted on any other grounds. Appeals will only be considered if received in the QRIS assessment RFQ inbox by 5:00 p.m. on the third working day from the date of the email regarding the initial award recommendation. The decision on appeal is final.
Contractor Selected – February 15, 2023Upon completion of the appeal process, the Executive Director of FIRST 5 Santa Clara County will award the contract to the most qualified applicant.
