Investment Management Services (RFQ)

FIRST 5 Santa Clara County (FIRST 5) is seeking submittals from qualified consultants for investment management services. 

RFQ Document:  
Sponsor: FIRST 5 Santa Clara County (FIRST 5)
Scope: Specific services, although not all-inclusive, are to be performed as follows:
  • Assist the First 5 with maturity analysis;
  • Provide credit analysis of investment instruments in portfolio;
  • Provide monthly/quarterly annual reporting on all the Agency’s invested funds;
  • Meetings with the First 5’s staff, which consists of Chief of Finance and Administration and Chief of Communications and Special Projects, at least twice a year to review the investment program and portfolio performance;
  • Evaluate market risk and develop strategies that minimize the impact on the portfolio;
  • Provide assurance of portfolio compliance with applicable policies and laws and the First 5’s Investment Policy;
  • Establish an appropriate performance benchmark;
  • Indicate full understanding of Investment Policy;
  • Ensure portfolio structure matches First 5 investment objectives;
  • Adhere to First 5’s Investment Policy objectives; and
  • Provide for operational efficiency and information flow on the portfolio.

Technical Assistance Questions & Answers – July 26, 2019Questions regarding the application should be addressed via email to no later than August 2, 2019. All questions and responses will be posted on FIRST 5’s website,
Deadline for Submission of Applications – August 9, 2019 4:00 PM Completed applications must be submitted electronically to: FIRST 5 Santa Clara County Attn: Tracey L. Hause, Chief of Finance and All applications must be received by August 9, 2019 at 4:00 PM. Applications received after the 4:00 PM deadline will not be reviewed or considered.
Application Review and Interview Schedule – Week of August 12, 2019Complete applications submitted by the deadline will be reviewed by a team who will recommend one or more applicants to present their qualifications to the review team. Interviews will be scheduled for week of August 12, 2019. FIRST 5 may request additional information from applicants to clarify issues raised in an application. The review team may also request clarification on outstanding questions or concerns and may request a presentation from selected applicants. The review team will make a recommendation to the CEO.
Initial Award Recommendation Letter – August 30, 2019Initial award recommendation letters will be emailed to all applicants.
Appeal Process – September 6, 2019 at 4:00 PM Applicants wishing to appeal the recommendation have five (5) working days from the date of the initial award recommendation letter to file an appeal in writing. Letters of appeal must be sent electronically to: and addressed to Jolene Smith, Chief Executive Officer. Grounds for appeal are limited to a violation of a FIRST 5 procedure, law, rule, or regulation regarding this RFQ process. Appeals will not be accepted on any other grounds. Appeals will only be considered if received in the FIRST 5 office by 4:00 PM on the third working day from the date of the initial award recommendation letter.
Award Decision – October 3, 2019The CEO will present her selection to the Personnel and Finance Committee as an information item.
Contract Negotiations – October 9, 2019Staff will begin contract negotiations with the selected firm to provide investment management services.
Anticipated Contract Start Date – November 1, 2019The initial contract term is a 12-month period beginning November 1, 2019.
