Auditing Services Request for Qualifications (RFQ)

FIRST 5 Santa Clara County (FIRST 5) is seeking submittals from qualified consultants for auditing services.

Scope: The FIRST 5 Commission (Commission) is soliciting proposals from qualified firms of certified public accountants to audit the Commission’s financial statements for the fiscal years ending June 30, 2020, 2021, and 2022, with the option of auditing its financial statements for each of the two subsequent fiscal years.

Technical Assistance Questions & Answers – July 26, 2019Questions regarding the application should be addressed via email to no later than July 26, 2019. All questions and responses will be posted on FIRST 5’s website,
Deadline for Submission of Applications – August 2, 2019 4:00 PM Completed applications must be submitted electronically to: FIRST 5 Santa Clara County Attn: Tracey L. Hause, Chief of Finance and All applications must be received by August 2, 2019 at 4:00 PM. Applications received after the 4:00 PM deadline will not be reviewed or considered.
Application Review and Interview Schedule – Week of August 12, 2019Complete applications submitted by the deadline will be reviewed by a team who will recommend one or more applicants to present their qualifications to the review team. Interviews will be scheduled for week of August 12, 2019. FIRST 5 may request additional information from applicants to clarify issues raised in an application. The review team may also request clarification on outstanding questions or concerns and may request a presentation from selected applicants. The review team will make a recommendation to the CEO.
Initial Award Recommendation Letter – August 30, 2019Initial award recommendation letters will be emailed to all applicants.
Appeal Process – September 6, 2019 at 4:00 PM Applicants wishing to appeal the recommendation have five (5) working days from the date of the initial award recommendation letter to file an appeal in writing. Letters of appeal must be sent electronically to: and addressed to Jolene Smith, Chief Executive Officer. Grounds for appeal are limited to a violation of a FIRST 5 procedure, law, rule, or regulation regarding this RFQ process. Appeals will not be accepted on any other grounds. Appeals will only be considered if received in the FIRST 5 office by 4:00 PM on the third working day from the date of the initial award recommendation letter.
^Award Decision – September 19, 2019The CEO will present a recommendation to the Personnel and Finance Committee. The FIRST 5 Personnel and Finance Committee will make a final decision at their meeting.
Contract Negotiations – September 23, 2019Staff will begin contract negotiations with the selected audit firm to provide auditing services as approved by the FIRST 5 Personnel and Finance Committee.
Anticipated Contract Start Date – January 2020The initial contract term is a 12-month period beginning January 1, 2020.
