Lead Agency Operations Team


The LAOT serves as a liaison between FIRST 5 and the service providers. This committee ensures fidelity to the FIRST 5 mission and evidence-based practices by sharing information and resources, recommending strategies to resolve challenges and maintaining clear and open communication between all partners in the FIRST 5 System of Care. Membership includes representatives from all of the service providers within the System of Care. This Committee will meet monthly.





Members include representation from the following service providers:

  • All 9 Lead Agencies
  • FIRST 5 Santa Clara County
  • KidConnections
  • Differential Response
  • Early Educator
  • County Mental Health
  • Oral Health
  • Family Partner
  • Superior Court
