In January 2003, FIRST 5 funded a strategic planning process, resulting in the formation of the Collaborative for Inclusion - a group of parents, providers, community members and professionals whose goal is to address the multiple barriers preventing children with special needs from accessing and flourishing in early childcare environments. Results have been incorporated into the Power of Preschool Master Plan.
