SECTION 1: PURPOSE
This policy provides a process for the FIRST 5 staff to apply for and accept grants on its own behalf or in collaboration with other organizations.
SECTION 2: AUTHORITY TO APPLY FOR GRANTS, AWARDS AND OTHER FUNDING OPPORTUNITIES
FIRST 5 staff may apply for grants, awards, and other third party funding opportunities, on behalf of the Commission, on its own or in collaboration with other organizations, as long as the funding would be used to further the goals and objectives of the Commission and is in alignment with the Commission’s Strategic Plan.
SECTION 3: GRANT AWARD APPROVAL PROCESS
A. When FIRST 5 Santa Clara County receives a new grant award for a program or service that is not currently funded by FIRST 5 or other funding from a third party, and
- The funding is directed to a specific agency, as a pass through to the specific agency, and the funding is under $100,000, the Executive Director:
- may accept the grant award and enter into contracts.
- will provide a quarterly summary report describing all grant awards of this nature to both the Program Committee and the Personnel and Finance Committee.
- The funding is directed to a specific agency as a pass through to the specific agency for a program or service not currently funded by FIRST 5, and the funding is over $100,000, the Executive Director:
- must forward the grant award to the Program Committee, Personnel and Finance Committee, and Commission to accept the grant award and allocation and approve the contract with receiving agency.
- will provide a quarterly summary report describing all grant awards of this nature to both the Program Committee and the Personnel and Finance Committee.
B. When FIRST 5 Santa Clara County receives additional grant funds to augment an existing, on-going program, the Executive Director:
- has the authority to accept the award and amend the existing service provider contract as a limited, specific exception to the Commission’s Purchasing Policy regarding the Executive Director’s delegation of authority.
- will provide a quarterly summary report describing all grant awards of this nature to both the Program Committee and the Personnel and Finance Committee.
