Will Lightbourne is the Director of the Santa Clara County Social Services Agency, the county department responsible for income assistance, employment services for welfare-to-work participants, family and children's services, and services for the aged and dependent adults. Mr. Lightbourne has been in this position since October 2000.

Before taking on this role, he served as Executive Director of the San Francisco Department of Human Services and as Human Services Director for Santa Cruz County. Prior to coming to Santa Clara County government, Mr. Lightbourne served fifteen years with Catholic Charities of the Archdiocese of San Francisco.
